OPEC President Chakib Khelil said a Saudi boost is "illogical" because refiners don't need more crude.

I can't speak globally, Chakib, but here in the US, our refineries are operating at approximately 83.2% (as of March, 2008). That's in the second lowest decile of usage since 1985. There were only 32 months out of the 279 measured that had lower refinery usage. In other words, in the past 23 years, only 11% of the time did we have more free refinery capacity.

There is some really neat information out there.
